Two things run through all of them. The first is that preparation matters more than the surface: a flat, dry, solid subfloor decides whether a floor is quiet and lasts, and it is invisible once the job is done. The second is that labor is the half of a flooring quote that actually moves — so the rooms that are mostly labor, like stairs and tiled bathrooms, are the ones whose price varies most across Arkansas.

If a budget has to cover a whole house, the order that gets the most out of it is: fix the subfloor wherever it is soft, then the stairs, then the rooms everyone walks through, then the bedrooms. Bedrooms take the least traffic and no water, which makes them the cheapest room to get right and the sensible place to economize.
