Why is the same quote different in Bentonville and Pine Bluff?
Labor. Material is a national commodity and costs about the same everywhere in the state; the installed price moves because Northwest Arkansas has the tightest construction labor market in Arkansas and the Delta has the loosest. That is why the estimator here applies the regional difference to the labor half only, and why the spread is widest on labor-heavy work like tile and stairs.
Is refinishing really cheaper than replacing?
Yes, and by a wide margin — roughly a third of the cost, and a screen and recoat is a fraction of that again with no wood removed at all. It is only an option where there is a sound floor to work with, which in Arkansas means the older housing of Fort Smith, Pine Bluff and the prewar neighborhoods of Little Rock. In Bentonville, Springdale or Conway, where most of the housing went up this century, there is usually nothing under the carpet but subfloor.
Is there hardwood under my carpet in Arkansas?

What should I ask for that is not in the quote?
Four things: the per-sheet rate for replacing damaged subfloor decking, the cut-and-waste allowance and whether the offcuts are yours, whether removal and disposal of the old floor is included, and what the transitions and thresholds will look like. Also ask what the product actually is — manufacturer, range, and the wear layer for vinyl or the AC rating for laminate — because that is what decides how long it lives.
If the budget is tight, where should it go?
Into preparation, every time. A flat, dry, solid subfloor is what makes a floor quiet and long-lived, and it is invisible once the job is done. A mid-range surface over a properly prepared deck outlasts a premium one laid over a bad deck, which telegraphs every defect underneath and fails early.
Do flooring installers in Arkansas need a license?
Flooring is finish work, and it generally does not require a contractor license the way structural, electrical or plumbing work does. Arkansas licenses commercial and larger residential contracts, so thresholds can apply on bigger jobs.
